Originally from Pittsburgh, Pennsylvania, Dr. Jugan received his Doctor of Dental Medicine degree in 1992 from the University of Pittsburgh School of Dental Medicine. He also received advanced Fellowship training at the University of Alabama at Birmingham in facial cosmetic surgery.
In his future Navy assignments, Dr. Jugan put his training to good use, as he treated and reconstructed facial injuries suffered by active duty personnel during combat operations. He served aboard amphibious assault ships USS NASSAU and USS BOXER and the aircraft carriers USS RONALD REAGAN and USS GEORGE WASHINGTON and later deployed in direct support of Operations Enduring Freedom and Iraqi Freedom.
Before retiring after 20 years of naval service. Dr. Jugan served as a clinical instructor at two of the US Navy’s oral & maxillofacial surgery residency programs for a total of 12 years.
Dr. Jugan is board-certified by the American Board of Oral & Maxillofacial Surgery and the National Dental Board of Anesthesiology and is currently serving a term as an examiner for the American Board of Oral & Maxillofacial Surgery. He frequently lectures to general dentists and oral & maxillofacial surgeons on topics ranging from management of facial trauma to esthetic facial surgery and has published several articles and book chapters related to these topics.

Affiliated with Desert Regional Medical Center, in Palm Springs, CA, he cooperates with other doctors and specialists in medical group Emergency Associates Corporation.
At the Desert Maxillofacial Center, Dr. Jugan enjoys practicing the full-scope of contemporary oral & maxillofacial surgery, with a particular interest in facial reconstruction after trauma or pathology, as well as orthognathic surgery and dental implant surgery. Compassionate and attentive to patients, he uses his extensive experience to provide the most advanced treatments to his patients.
Like Dr. Scheer, he is committed to giving back to others. He frequently volunteers his time traveling to Mexico with the local non-profit organization, providing surgery for children who have cleft lip and/or cleft palate.
